[MPEG-OTSPEC] Updates to specification

By default, every input and output document is made available to accredited committee members only, and is stored in a repository that is password-protected. The work of any ISO Subcommittee and/or its Working Group(s) is open to any accredited expert who is nominated by their National Standards Organization (or National Body, who is the official ISO Member) but that nomination comes with the strings attached – rules of conduct, policies and procedures one must adhere to, etc. A Committee or a Working Group can make a decision to make their output documents public, but they have no rights to disclose any information they receive as input contributions, it is up to sole discretion of the contributor to decide if they want to make their contribution publicly available.

Hope this helps,
Vladimir
P.S. I believe (but I am not 100% sure) that in the UK, the official national standards organization who is ISO member is BSI (https://shop.bsigroup.com/Navigate-by/Membership/).

Can you explain why please?

If something is submitted to a committee for consideration for including in an international standard, why is it confidential?

Why is it allowed to be confidential?

Maybe there is a good reason.

Some of the output documents produced by the ISO WG (like e.g. List of AHGs) can be made available to the public, but it is again a Committee decision to do so. When it comes to input documents, it depends on the source.

Welcome to how ISO operates. The JTC1/SC29/WG11 documents can all be found at
https://isotc.iso.org/livelink/livelink?func=ll&objid=8916126&objaction=ndocslist<https://protect-us.mimecast.com/s/C_boCYEnxytLYogPC0QzXP>
And they’re all under lock and key, accessible only if your country’s standards body has nominated you as an expert to participate in WG11.
Peter
