[MPEG-OTSPEC] Continue Fixing OT 1.x, or Start 2.0?

Although some of my colleagues and I love 32-bit GIDs,
I think that we have to be very careful. In my understanding,
WHATWG began with documenting underspecified
features. Implementors then started to trust WHATWG.
