[MPEG-OTSPEC] Some thoughts on the "under consideration" proposals

Hi Kanou!

I would like to propose making a PR to github.com/mpeggroup/OpenFontFormat
that adds your document in markdown format, so we can comment on it line by
line (or if you would like to make a github org for iwata and post it
there, similar to https://github.com/harfbuzz/boring-expansion-spec/ that
would be great too)

I find this old-school mailing list as unsuitable for detailed discussions.
