I know Directives, Part 2 and ISO House Style.  I am not aware of any other
guidelines.

The interpretation of these guidelines by our Editorial Program Manager in
ISO/CS is authoritative.   Who is that person in SC29?  Whenever we have a
question, we should contact that person.
